Interestingbtake on dis or non-engagement. Our policy allow for disengagement with reasonable cause, but not non-engagement. I believe the risk of non-engagement, in current society, using the example of the person who threatens to kill officers, is an extreme risk without a plan of proposed action.

Let's say the homicidal psychotic person decides to draw their target in by killing or harming others. It would be impossible to defend when, in hindsight, we knew of their homicidal ideation and ignored it, prejudiced liability would attach thereto.. I cannot imagine telling a partner's wife he died at the hands of someone who cried wolf, and made previous threats that we ignored because he had not killed an officer yet. We take all suicidal threats seriously and engage with investigation and intervention. I cannot see dismissing a threat because of previous inaction to complete.
